Chapter 7 requires a security council resolution and Washington will never agree to use military actions against itself.

They are picked and enforced at colonial will of the G7 and the Arab League and OIC member states accustomed themselves to be submissive to the G7, kindly asking for consideration and justice. The situation around UN resolutions shows the only purpose of the UN: legitimizing the colonial rule over the world and the slave countries of the world willfully said "great, thank you so much, we join".
